The Palm Beach County Sheriff's Office said a motorist called 911 after they witnessed a truck dragging a small white dog down a street. The witness took a photo as evidence, it shows the white, French Bulldog mix being dragged by its leash and collar.
The witness told deputies that they caught up to the driver, thinking it must have been an honest mistake. When the driver stopped his truck, he picked up the dog and threw it in the bed of his truck and drove off. The driver of the truck was later identified as 45-year-old Lisandro Arellano.

After further investigation, the sheriff's office said Arellano was driving down Lantana Road between Military Trail and Lawrence Road on the evening of Sunday, Oct. 9. Arellano failed to act to the injuries the dog sustained from him dragging her by the neck with his truck, as her body scraped along the roadway. He unnecessarily allowed the dog to repeatedly suffer in pain, over the course of four days from the injuries she sustained.
Detectives said Arellano agreed to an interview and handed the dog, named Blanco, over to Palm Beach County Animal Care & Control. Arellano was arrested and booked into the Palm Beach County Jail. His bond is set at $3,000.
