What's on the ballot? The questions you'll vote on, explained


With the upcoming election, you may be wondering what exactly the questions on the ballot are asking.

S.C. Amendment 1: Elect or appoint Superintendent of Education

The amendment question reads as follows:

"Must Section 7, Article VI of the Constitution of this State, relating to state constitutional officers, be amended so as to provide that beginning in January 2023, or upon a vacancy in the office of Superintendent of Education after the date of the ratification of the provisions of this paragraph, whichever occurs first, the Superintendent of Education must be appointed by the Governor, with the advice and consent of the Senate; to provide that the appointed Superintendent of Education shall serve at the pleasure of the Governor; and to require the General Assembly to provide by law for the duties, compensation, and qualifications for the office?"

A "Yes" vote will require the Superintendent of Education be appointed by the Governor with the consent of the Senate.

A "No" vote maintains the current method of electing a Superintendent of Education.

Horry County Question #1: Impact fees for new residential development

Council members want to know if you think newcomers to the area should pay for better infrastructure or if current taxpayers - that means you - should pay for them. Do you think a fee should be added when newcomers buy a newly built home?

Horry County Question #2: Eliminating Socastee community rec tax

Voting "Yes" on this question would be a vote to eliminate the Socastee Community Recreation Special Tax District which serves the purpose of providing recreational services and programs for the community.

The recreation district currently collects taxes from area homes and businesses to be used for recreation.

A "No" vote for this question would be a vote to keep the district in Socastee.

Florence/Darlington/Marlboro County Question #1: Allow temporary alcohol permits for non-profits and businesses

This question asks whether or not you think alcohol sales should be allowed in restaurants and bars on Sundays. Under the amended ordinance on the ballot, stores and gas stations would still be prohibited from selling beer and wine on Sundays.

Darlington County Question 2: 1 percent sales tax for new Judicial Center

A "Yes" vote for this question would be a vote for a one-cent sales tax to fund a $20 million general obligation bond to pay for a new judicial center as well as a government administration building and finance the building of a new county courthouse building.
