Undercover drug sting ends in 7 arrests
The Marlboro County Sheriff's Office arrested seven people in connection with a undercover narcotics operation that stemmed from several complaints called in by Pee Dee residents.
The sheriff's office began the investigation about two years ago after numerous complaints from citizens of McColl, Marlboro County, Scotland County and Robeson County, NC. Investigators began the sting by making undercover drug buys from some of the suspects.
The McColl Police Department joined in with the Marlboro County Sheriffs Office on several cases by executing search warrants, traffic stops and witnesses.
Sheriff Fred Knight said deputies arrested Shannon Brigman, 35, Kimberly Milligan, 31, Jimmy Wiggins, 64, Robert Dewayne Milligan, 29, William Chavis, 29, Robert Earl Goins, 44, and Dylan Johnson, 21, all of McColl, for their roles in a federal drug and firearms investigation.
A Federal Grand Jury indicted all seven on a 14-count sealed indictment that charges them with multiple drug and firearms charges.
The indictment charges that the conspiracy began in or around 1996 and involved five kilograms or more of cocaine, 280 grams or more of crack cocaine and a quantity of Marijuana.
The indictment also includes multiple counts of drug and firearm violations that occurred during this investigation over the past two years.
The investigation also shows that a home on Mack Circle and Ransom St in McColl were used for drug sales and storing drug and firearms.
Deputies then asked the Bureau of Alcohol, Tobacco and Firearms (ATF) and the U.S. Attorney's Office for assistance in the prosecution of the case. The ATF, MCSO and McColl PD then combined for the past several months preparing the case and interviewing witnesses on a weekly basis and making more undercover drug buys and conducting surveillance on Mack Circle and Ransom St in McColl.
The Marlboro County Sheriff's Office, the ATF, McColl Police and the Chesterfield County Sheriff's Office(Drug unit, SWAT and K9 unit) executed search warrants around 4 a.m. Thursday to make the arrests at homes on Mack Circle and Delano St. in McColl.
The search of the Delano Street home yielded several firearms and Marijuana and scales. Several important documents were found at the home on Mack Circle. The MCSO also seized a 2010 Nissan Altima and a custom motorcycle.
All of the suspects have prior records and some have a history of violence and will appear before a federal magistrate in the near future for a detention hearing.

"This case is another example of what long term precise investigations can accomplish. I have got numerous complaints about this group of defendants and we feel we have a solid case that will end in substantial jail time and penalties. The law abiding residents of both of these areas of McColl can now rest and feel safe again without constant drug traffic and the threat of violence or shootings. I commend my Investigators, the McColl Police Dept and the ATF for a job well done and the patience to leave no stone unturned. This is just phase one of a series of Federal Drug arrests in and around McColl. The next case includes defendants that have ties to this case in one way or another. I have repeatedly warned drug dealers and now for this group, their time is up."
