One concern cited is why the agency hired a man convicted of illegally accessing FBI databases.
Mohammad Weiss Rasool, a former police officer, served two years of probation starting in in 2008, for providing information to a close associate of a known terrorist.
Rasool, who now goes by the name Weiss Russell, is a financial management analyst.
