Internal Obama administration memos obtained exclusively by ABC News from Republican congressional investigators show that applications over the phone have had the very same problem as those on the website.

This week, the Obama administration will keep pushing for people to enroll in Obamacare, despite problems with the website.

Supporters of Obamacare counter that the Americans being forced to change their insurance had policies that were low-quality and that now, at a reasonable price, those Americans will be able to buy a plan that includes more basic coverage such as hospital visits, maternity, mental health and prescription drugs.

On Wednesday, the President travels to Dallas where he'll highlight the work being done in local communities across the country to prepare people for the full implementation of Obamacare.
